  1. Slice the flank steak against the grain (cutting across the visible muscle lines) into strips about 1/4 inch thick; this shortens the fibers so the meat stays tender instead of chewy.
  2. In a medium bowl, toss the sliced beef with 1 tablespoon of the soy sauce and the cornstarch until every piece is lightly coated; let it sit at room temperature for 10 minutes while you prep the vegetables.
  3. Fill a medium pot with 1 inch of water, bring to a boil over high heat, add the broccoli florets, cover, and steam for 2 minutes until bright green and just tender when pierced with a fork; drain and set aside.
  4. In a small bowl, whisk together the beef broth, oyster sauce, remaining 1 tablespoon soy sauce, and brown sugar; set this sauce aside.
  5. Heat a large nonstick skillet or wok over high heat for 1 minute, then add 2 teaspoons of the vegetable oil and swirl to coat.
  6. Add the beef in a single layer (work in two batches if it crowds the pan) and let it sear undisturbed for 1 minute, then stir-fry for 1 to 2 more minutes until browned on the outside and just cooked through with no pink remaining; transfer to a plate.
  7. Add the remaining oil to the same skillet, then add the garlic and ginger and stir constantly for 30 seconds until fragrant but not browned.
  8. Return the beef and broccoli to the skillet, pour in the sauce mixture, and toss everything together for 1 to 2 minutes until the sauce thickens slightly and coats the beef and broccoli in a glossy layer.
  9. Remove from heat, drizzle with sesame oil, and toss once more to combine.
  10. Serve immediately, garnished with sliced green onions and sesame seeds.

Tips

Freezing the flank steak for 15 minutes before slicing firms it up and makes it much easier to cut thin, even strips.
Do not overcrowd the skillet when searing the beef; too much meat at once steams it gray instead of browning it.
